Otte Stuts a Swiss subject in the employ of the Orient
Tobacce Manufacture Company. He is possessed of two pass-
ports one Swiss and one French. Since the outbreak of
war his actions have been suspicious. A letter from the
Pelice at Marseilles to the landing police at Hongkong recommending elose examination is in the hands of the
ship's authorities. The above is from the War Office.
